3、underonefederalgovernment,vestedwithsufficientpowersforallgeneralandnationalpurposes.ThemoreattentivelyIconsiderandinvestigatethereasonswhichappeartohavegivenbirthtothisopinion,themoreIbecomeconvincedthattheyarecogentandconclusive.Amongthemanyobjectstow
4、hichawiseandfreepeoplefinditnecessarytodirecttheirattention,thatofprovidingfortheirsafetyseemstobethefirst.Thesafetyofthepeopledoubtlesshasrelationtoagreatvarietyofcircumstancesandconsiderations,andconsequentlyaffordsgreatlatitudetothosewhowishtodefinei
5、tpreciselyandcomprehensively.AtpresentImeanonlytoconsideritasitrespectssecurityforthepreservationofpeaceandtranquillity,aswellasagainstdangersfromforeignarmsandinfluence,asfromdangersofthelikekindarisingfromdomesticcauses.Astheformerofthesecomesfirstino
6、rder,itisproperitshouldbethefirstdiscussed.LetusthereforeproceedtoexaminewhetherthepeoplearenotrightintheiropinionthatacordialUnion,underanefficientnationalgovernment,affordsthemthebestsecuritythatcanbedevisedagainsthostilitiesfromabroad.Thenumberofwars
7、whichhavehappenedorwillhappenintheworldwillalwaysbefoundtobeinproportiontothenumberandweightofthecauses,whetherrealorpretended,whichprovokeorinvitethem.Ifthisremarkbejust,itbecomesusefultoinquirewhethersomanyjustcausesofwararelikelytobegivenbyunitedAmer
