2、persevereformanyyearsinanerroneousopinionrespectingtheirinterests.ThatconsiderationnaturallytendstocreategreatrespectforthehighopinionwhichthepeopleofAmericahavesolonganduniformlyentertainedoftheimportanceoftheircontinuingfirmlyunitedunderonefederalgovernment,vestedwithsu
3、fficientpowersforallgeneralandnationalpurposes.ThemoreattentivelyIconsiderandinvestigatethereasonswhichappeartohavegivenbirthtothisopinion,themoreIbecomeconvincedthattheyarecogentandconclusive.Amongthemanyobjectstowhichawiseandfreepeoplefinditnecessarytodirecttheirattenti
4、on,thatofprovidingfortheirsafetyseemstobethefirst.Thesafetyofthepeopledoubtlesshasrelationtoagreatvarietyofcircumstancesandconsiderations,andconsequentlyaffordsgreatlatitudetothosewhowishtodefineitpreciselyandcomprehensively.AtpresentImeanonlytoconsideritasitrespectssecur
5、ityforthepreservationofpeaceandtranquillity,aswellasagainstdangersfromforeignarmsandinfluence,asfromdangersofthelikekindarisingfromdomesticcauses.Astheformerofthesecomesfirstinorder,itisproperitshouldbethefirstdiscussed.Letusthereforeproceedtoexaminewhetherthepeoplearenot
6、rightintheiropinionthatacordialUnion,underanefficientnationalgovernment,affordsthemthebestsecuritythatcanbedevisedagainsthostilitiesfromabroad.Thenumberofwarswhichhavehappenedorwillhappenintheworldwillalwaysbefoundtobeinproportiontothenumberandweightofthecauses,whetherrea
7、lorpretended,whichprovokeorinvitethem.Ifthisremarkbejust,itbecomesusefultoinquirewhethersomanyjustcausesofwararelikelytobegivenbyunitedAmericaasbydisunitedAmerica;forifitshouldturnoutthatUnitedAmericawillprobablygivethefewest,thenitwillfollowthatinthisrespecttheUniontends
