2、nion,fromthearmsandartsofforeignnations.Ishallnowproceedtodelineatedangersofadifferentand,perhaps,stillmorealarmingkind--thosewhichwillinallprobabilityflowfromdissensionsbetweentheStatesthemselves,andfromdomesticfactionsandconvulsions.Thesehavebeenalreadyinsomeinstancess
3、lightlyanticipated;buttheydeserveamoreparticularandmorefullinvestigation.AmanmustbefargoneinUtopianspeculationswhocanseriouslydoubtthat,iftheseStatesshouldeitherbewhollydisunited,oronlyunitedinpartialconfederacies,thesubdivisionsintowhichtheymightbethrownwouldhavefrequen
4、tandviolentcontestswitheachother.Topresumeawantofmotivesforsuchcontestsasanargumentagainsttheirexistence,wouldbetoforgetthatmenareambitious,vindictive,andrapacious.Tolookforacontinuationofharmonybetweenanumberofindependent,unconnectedsovereigntiesinthesameneighborhood,wo
5、uldbetodisregardtheuniformcourseofhumanevents,andtosetatdefiancetheaccumulatedexperienceofages.Thecausesofhostilityamongnationsareinnumerable.Therearesomewhichhaveageneralandalmostconstantoperationuponthecollectivebodiesofsociety.Ofthisdescriptionaretheloveofpowerorthede
6、sireofpre-eminenceanddominion--thejealousyofpower,orthedesireofequalityandsafety.Thereareotherswhichhaveamorecircumscribedthoughanequallyoperativeinfluencewithintheirspheres.Sucharetherivalshipsandcompetitionsofcommercebetweencommercialnations.Andthereareothers,notlessnu
7、merousthaneitheroftheformer,whichtaketheiroriginentirelyinprivatepassions;intheattachments,enmities,interests,hopes,andfearsofleadingindividualsinthecommunitiesofwhichtheyaremembers.Menofthisclass,whetherthefavoritesofakingorofapeople,haveintoomanyinstancesabusedtheconfi
