3、emarkedthatitseemstohavebeenreservedtothepeopleofthiscountry,bytheirconductandexample,todecidetheimportantquestion,whethersocietiesofmenarereallycapableornotofestablishinggoodgovernmentfromreflectionandchoice,orwhethertheyareforeverdestinedtodependfo
4、rtheirpoliticalconstitutionsonaccidentandforce.Iftherebeanytruthintheremark,thecrisisatwhichwearearrivedmaywithproprietyberegardedastheerainwhichthatdecisionistobemade;andawrongelectionofthepartweshallactmay,inthisview,deservetobeconsideredasthegener
5、almisfortuneofmankind.Thisideawilladdtheinducementsofphilanthropytothoseofpatriotism,toheightenthesolicitudewhichallconsiderateandgoodmenmustfeelfortheevent.Happywillitbeifourchoiceshouldbedirectedbyajudiciousestimateofourtrueinterests,unperplexedand
6、unbiasedbyconsiderationsnotconnectedwiththepublicgood.Butthisisathingmoreardentlytobewishedthanseriouslytobeexpected.Theplanofferedtoourdeliberationsaffectstoomanyparticularinterests,innovatesupontoomanylocalinstitutions,nottoinvolveinitsdiscussionav
7、arietyofobjectsforeigntoitsmerits,andofviews,passionsandprejudiceslittlefavorabletothediscoveryoftruth.AmongthemostformidableoftheobstacleswhichthenewConstitutionwillhavetoencountermayreadilybedistinguishedtheobviousinterestofacertainclassofmeninever
