3、ple,todecidetheimportantquestion,whethersocietiesofmenarereallycapableornotofestablishinggoodgovernmentfromreflectionandchoice,orwhethertheyareforeverdestinedtodependfortheirpoliticalconstitutionsonaccidentandforce.Iftherebeanytruthintheremark,thecrisisatwhichwearearrivedmaywithproprietyber
4、egardedastheerainwhichthatdecisionistobemade;andawrongelectionofthepartweshallactmay,inthisview,deservetobeconsideredasthegeneralmisfortuneofmankind.Thisideawilladdtheinducementsofphilanthropytothoseofpatriotism,toheightenthesolicitudewhichallconsiderateandgoodmenmustfeelfortheevent.Happywi
5、llitbeifourchoiceshouldbedirectedbyajudiciousestimateofourtrueinterests,unperplexedandunbiasedbyconsiderationsnotconnectedwiththepublicgood.Butthisisathingmoreardentlytobewishedthanseriouslytobeexpected.Theplanofferedtoourdeliberationsaffectstoomanyparticularinterests,innovatesupontoomanylo
6、calinstitutions,nottoinvolveinitsdiscussionavarietyofobjectsforeigntoitsmerits,andofviews,passionsandprejudiceslittlefavorabletothediscoveryoftruth.AmongthemostformidableoftheobstacleswhichthenewConstitutionwillhavetoencountermayreadilybedistinguishedtheobviousinterestofacertainclassofmenin
