3、rousspirit,whichdistinguishesthecommercialcharacterofAmerica,hasalreadyexciteduneasysensationsinseveralofthemaritimepowersofEurope.Theyseemtobeapprehensiveofourtoogreatinterferenceinthatcarryingtrade,whichisthesupportoftheirnavigationandthefoundationo
4、ftheirnavalstrength.ThoseofthemwhichhavecoloniesinAmericalookforwardtowhatthiscountryiscapableofbecoming,withpainfulsolicitude.TheyforeseethedangersthatmaythreatentheirAmericandominionsfromtheneighborhoodofStates,whichhaveallthedispositions,andwouldpo
5、ssessallthemeans,requisitetothecreationofapowerfulmarine.Impressionsofthiskindwillnaturallyindicatethepolicyoffosteringdivisionsamongus,andofdeprivingus,asfaraspossible,ofanACTIVECOMMERCEinourownbottoms.Thiswouldanswerthethreefoldpurposeofpreventingou
6、rinterferenceintheirnavigation,ofmonopolizingtheprofitsofourtrade,andofclippingthewingsbywhichwemightsoartoadangerousgreatness.Didnotprudenceforbidthedetail,itwouldnotbedifficulttotrace,byfacts,theworkingsofthispolicytothecabinetsofministers.Ifweconti
7、nueunited,wemaycounteractapolicysounfriendlytoourprosperityinavarietyofways.Byprohibitoryregulations,extending,atthesametime,throughouttheStates,wemayobligeforeigncountriestobidagainsteachother,fortheprivilegesofourmarkets.Thisassertionwillnotappearch
8、imericaltothosewhoareabletoappreciatetheimportanceofthemarketsofthreemillionsofpeople--increasinginrapidprogression,forthemostpartexclusivelyaddictedtoagriculture,andlikelyfromlocalcircumstancestoremainso--toanymanufacturingnation;andtheimmens
