2、armsandartsofforeignnations.Ishallnowproceedtodelineatedangersofadifferentand,perhaps,stillmorealarmingkind--thosewhichwillinallprobabilityflowfromdissensionsbetweentheStatesthemselves,andfromdomesticfactionsandconvulsions.Thesehavebeenalreadyinsomeinstancesslightlyanticipated;butth
3、eydeserveamoreparticularandmorefullinvestigation.AmanmustbefargoneinUtopianspeculationswhocanseriouslydoubtthat,iftheseStatesshouldeitherbewhollydisunited,oronlyunitedinpartialconfederacies,thesubdivisionsintowhichtheymightbethrownwouldhavefrequentandviolentcontestswitheachother.Top
4、resumeawantofmotivesforsuchcontestsasanargumentagainsttheirexistence,wouldbetoforgetthatmenareambitious,vindictive,andrapacious.Tolookforacontinuationofharmonybetweenanumberofindependent,unconnectedsovereigntiesinthesameneighborhood,wouldbetodisregardtheuniformcourseofhumanevents,an
5、dtosetatdefiancetheaccumulatedexperienceofages.Thecausesofhostilityamongnationsareinnumerable.Therearesomewhichhaveageneralandalmostconstantoperationuponthecollectivebodiesofsociety.Ofthisdescriptionaretheloveofpowerorthedesireofpre-eminenceanddominion--thejealousyofpower,orthedesir
6、eofequalityandsafety.Thereareotherswhichhaveamorecircumscribedthoughanequallyoperativeinfluencewithintheirspheres.Sucharetherivalshipsandcompetitionsofcommercebetweencommercialnations.Andthereareothers,notlessnumerousthaneitheroftheformer,whichtaketheiroriginentirelyinprivatepassion
