2、sownimportance;comprehendinginitsconsequencesnothinglessthantheexistenceoftheUNION,thesafetyandwelfareofthepartsofwhichitiscomposed,thefateofanempireinmanyrespectsthemostinterestingintheworld.Ithasbeenfrequentlyremarkedthatitseemstohavebeenreservedtothepeopleofthiscountry,bytheirconducta
3、ndexample,todecidetheimportantquestion,whethersocietiesofmenarereallycapableornotofestablishinggoodgovernmentfromreflectionandchoice,orwhethertheyareforeverdestinedtodependfortheirpoliticalconstitutionsonaccidentandforce.Iftherebeanytruthintheremark,thecrisisatwhichwearearrivedmaywithpro
4、prietyberegardedastheerainwhichthatdecisionistobemade;andawrongelectionofthepartweshallactmay,inthisview,deservetobeconsideredasthegeneralmisfortuneofmankind.Thisideawilladdtheinducementsofphilanthropytothoseofpatriotism,toheightenthesolicitudewhichallconsiderateandgoodmenmustfeelforthee
5、vent.Happywillitbeifourchoiceshouldbedirectedbyajudiciousestimateofourtrueinterests,unperplexedandunbiasedbyconsiderationsnotconnectedwiththepublicgood.Butthisisathingmoreardentlytobewishedthanseriouslytobeexpected.Theplanofferedtoourdeliberationsaffectstoomanyparticularinterests,innovat
6、esupontoomanylocalinstitutions,nottoinvolveinitsdiscussionavarietyofobjectsforeigntoitsmerits,andofviews,passionsandprejudiceslittlefavorabletothediscoveryoftruth.AmongthemostformidableoftheobstacleswhichthenewConstitutionwillhavetoencountermayreadilybedistinguishedtheobviousinterestofac
