2、dwhichhas,infact,commandedthemostgeneralassentofmenwhohaveanyacquaintancewiththesubject.Thisappliesaswelltoourintercoursewithforeigncountriesaswitheachother.Thereareappearancestoauthorizeasuppositionthattheadventurousspirit,whichdistinguishesthecommercialcharacterofAmerica,hasalreadyexcit
3、eduneasysensationsinseveralofthemaritimepowersofEurope.Theyseemtobeapprehensiveofourtoogreatinterferenceinthatcarryingtrade,whichisthesupportoftheirnavigationandthefoundationoftheirnavalstrength.ThoseofthemwhichhavecoloniesinAmericalookforwardtowhatthiscountryiscapableofbecoming,withpainf
4、ulsolicitude.TheyforeseethedangersthatmaythreatentheirAmericandominionsfromtheneighborhoodofStates,whichhaveallthedispositions,andwouldpossessallthemeans,requisitetothecreationofapowerfulmarine.Impressionsofthiskindwillnaturallyindicatethepolicyoffosteringdivisionsamongus,andofdeprivingus
5、,asfaraspossible,ofanACTIVECOMMERCEinourownbottoms.Thiswouldanswerthethreefoldpurposeofpreventingourinterferenceintheirnavigation,ofmonopolizingtheprofitsofourtrade,andofclippingthewingsbywhichwemightsoartoadangerousgreatness.Didnotprudenceforbidthedetail,itwouldnotbedifficulttotrace,byfa
6、cts,theworkingsofthispolicytothecabinetsofministers.Ifwecontinueunited,wemaycounteractapolicysounfriendlytoourprosperityinavarietyofways.Byprohibitoryregulations,extending,atthesametime,throughouttheStates,wemayobligeforeigncountriestobidagainsteachother,fortheprivilegesofourmarkets.Thisa
7、ssertionwillnotappearchimericaltothosewhoareabletoappreciatetheimportanceofthemarketsofthreemillionsofpeople--increasinginrapidprogression,forthemostpartexclusivelyaddictedtoagriculture,andlikelyfromlocalcircumstancestoremainso--toanymanufacturingnation;andtheimmens
