2、usesofwargiventoothernations;andthosereasonsshowthatsuchcauseswouldnotonlybemorerarelygiven,butwouldalsobemoreeasilyaccommodated,byanationalgovernmentthaneitherbytheStategovernmentsortheproposedlittleconfederacies.ButthesafetyofthepeopleofAmericaagainstdangersfromforeignforce
3、dependsnotonlyontheirforbearingtogivejustcausesofwartoothernations,butalsoontheirplacingandcontinuingthemselvesinsuchasituationasnottoinvitehostilityorinsult;foritneednotbeobservedthattherearepretendedaswellasjustcausesofwar.Itistootrue,howeverdisgracefulitmaybetohumannature,
4、thatnationsingeneralwillmakewarwhenevertheyhaveaprospectofgettinganythingbyit;nay,absolutemonarchswilloftenmakewarwhentheirnationsaretogetnothingbyit,butforthepurposesandobjectsmerelypersonal,suchasthirstformilitaryglory,revengeforpersonalaffronts,ambition,orprivatecompactsto
5、aggrandizeorsupporttheirparticularfamiliesorpartisans.Theseandavarietyofothermotives,whichaffectonlythemindofthesovereign,oftenleadhimtoengageinwarsnotsanctifiedbyjusticeorthevoiceandinterestsofhispeople.But,independentoftheseinducementstowar,whicharemoreprevalentinabsolutemo
6、narchies,butwhichwelldeserveourattention,thereareotherswhichaffectnationsasoftenaskings;andsomeofthemwillonexaminationbefoundtogrowoutofourrelativesituationandcircumstances.WithFranceandwithBritainwearerivalsinthefisheries,andcansupplytheirmarketscheaperthantheycanthemselves,
7、notwithstandinganyeffortstopreventitbybountiesontheirownordutiesonforeignfish.WiththemandwithmostotherEuropeannationswearerivalsinnavigationandthecarryingtrade;andweshalldeceiveourselvesifwesupposethatanyofthemwillrejoicetoseeitflourish;for,asourcarryingtradecannotincreasewit
