4、omoderatetheirenergyconsumption. Historically,energyconsumptionhascorrelatedwitheconomicgrowth.Thepresentdebateoverenergyoftenfocusesontwodimensions:climatechange(fromgreenhousegases),andthescarcityoffossilfuels. Withgrowingpopulationsandeconomies,IndiaandChinawillc
5、ertainlyconsumeagrowingfractionofglobalresources,buttheyconsumeonly3percentand9percent,respectively,oftheworld'spetroleumtoday.Thegloballeader,theUS,consumesjustunderaquarter. Lookingatfutureoptions,whydoesitmatterifIndiaandChinaareorarenotsimilarintermsofenergyconsu
6、mptionandneeds?Globaltreatiesaimtomodifyfutureconsumption,andmechanismsorformulaethatareconsideredfair(andlikelytoberatified)mustbecognizantofdifferences.Giventhedifferencesintheirsystems,needs,andincentives,aproposalmeanttoappealtobothmaynotappealtoeither.Withoutglob
7、alparticipation,nosolutionislikelywork. Chinaalreadyhastheworld'ssecond-largestelectricitygrid,and,atcurrentratesofgrowth,itwillsoonbecomethelargestelectricityproducerintheworld.LikeIndia,mostofthisisbasedoncoal,theleast“green”oftheleadingfossilfuels. India'spresent
