4、tthemtoadheretopleastomoderatetheirenergyconsumption. Historically,energyconsumptionhascorrelatedwitheconomicgrowth.Thepresentdebateoverenergyoftenfocusesontwodimensions:climatechange(fromgreenhousegases),andthescarcityoffossilfuels. Withgrowingpopulationsand
5、economies,IndiaandChinawillcertainlyconsumeagrowingfractionofglobalresources,buttheyconsumeonly3percentand9percent,respectively,oftheworld'spetroleumtoday.Thegloballeader,theUS,consumesjustunderaquarter. Lookingatfutureoptions,whydoesitmatterifIndiaandChinaare
6、orarenotsimilarintermsofenergyconsumptionandneeds?Globaltreatiesaimtomodifyfutureconsumption,andmechanismsorformulaethatareconsideredfair(andlikelytoberatified)mustbecognizantofdifferences.Giventhedifferencesintheirsystems,needs,andincentives,aproposalmeanttoap
7、pealtobothmaynotappealtoeither.Withoutglobalparticipation,nosolutionislikelywork. Chinaalreadyhastheworld'ssecond-largestelectricitygrid,and,atcurrentratesofgrowth,itwillsoonbecomethelargestelectricityproducerintheworld.LikeIndia,mostofthisisbasedoncoal,thelea
