4、stmentsbytransnationalcorporationsbecauseofthesmallsizeoftheirmarketsorlimitednaturalresourceendowments;althoughtheireffortstoattractforeigninvestmentcontinue,theyhaveseennoreasontomakematerialchangesintheirpolicies.Ontheotherhand,thereareanumberofcountriesthathade
5、stablishedcontrol-orientedregulatorymechanismsintheearly1970’sandthatcontinuetoofferlucrativedomesticmarkets,naturalresourcesorotherinducementstoforeigninvestors.Recenttrendsinsuchcountriesshowaconsiderableliberationofpoliciestowardstransnationalcorporationsandflex
6、ibilityintheimplementationofregulations,althoughinmostcasesthechangeshavebeengradualandevolutionaryinnature.Thereisyetanothergroupofdevelopingcountries,includingsomesocialistcountries,whosecurrentpoliciesrepresentareversalofapreviousrestrictiveapproachtowardsforeig
