PERFORMANCEMANAGEMENTPOLICYTheGoverningBodyofHomertonChildren’sCentreadoptedthisperformancemanagementpolicyon31October2007.APPLICATIONOFTHEPOLICYThepolicyappliestotheheadteacherandtoallteachersemployedbytheschoolexceptteachersoncontractsoflessthanoneterm,thoseundergoinginduction(ieNQTs)andthosewhoarethesubjectofcapabilityprocedures.PURPOSEThispolicysetsouttheframeworkforaclearandconsistentassessmentoftheoverallperformanceofteachersandtheheadteacherandforsupportingtheirdevelopmentneedswithinthecontextoftheschool'simprovementplanandtheirownprofessionalneeds.Whereteachersareeligibleforpayprogression,theassessmentofperformancethroughoutthecycleagainsttheperformancecriteriaspecifiedinthestatementwillbethebasisonwhichtherecommendationismadebythereviewer.Thispolicyshouldbereadinconjunctionwiththeschool'spaypolicywhichprovidesdetailsofthearrangementsrelatingtoteacher'spayinaccordancewiththeSchoolTeachers'PayandConditionsDocument. LINKSTOSCHOOLIMPROVEMENT,SCHOOLSELFEVALUATIONANDSCHOOLDEVELOPMENTPLANNINGTocomplywiththerequirementtoshowhowthearrangementsforperformancemanagementlinkwiththoseforschoolimprovement,schoolself-evaluationandschooldevelopmentplanningandtominimiseworkloadandbureaucracytheperformancemanagementprocesswillbethemainsourceofinformationasappropriateforschoolself-evaluationandthewiderschoolimprovementprocess.Similarly,theschoolimprovementanddevelopmentplanandtheschool'sselfevaluationformarekeydocumentsfortheperformancemanagementprocess.Allreviewersareexpectedtoexplorethealignmentofreviewees'objectiveswiththeschool'sprioritiesandplans.Theobjectivesshouldalsoreflectreviewees'professionalaspirations.CONSISTENCYOFTREATMENTANDFAIRNESSTheGoverningBodyiscommittedtoensuringconsistencyoftreatmentandfairnessintheoperationofperformancemanagement.Toensurethisthefollowingprovisionsaremadeinrelationtomoderation,qualityassuranceandobjectivesetting.QualityassuranceTheheadteacherhasdeterminedthatshewilldelegatethereviewerroleforsomeorallteachersforwhomsheisnotthelinemanager.Inthesecircumstancestheheadteacherwillmoderatealltheplanningstatementstocheckthattheplansrecordedinthestatementsofteachersattheschool:•areconsistentbetweenthosewhohavesimilarexperienceandsimilarlevelsofresponsibility•complywiththeschool'sperformancemanagementpolicy,theregulationsandtherequirementsofequalitylegislationTheGoverningBodywillreviewthequalityassuranceprocesseswhentheperformancepolicyisreviewed.OBJECTIVESETTING Theobjectivessetwillberigorous,challenging,achievable,time-bound,fairandequitableinrelationtoteacherswithsimilarroles/responsibilitiesandexperience,andwillhaveregardtowhatcanreasonablybeexpectedofanyteacherinthatpositiongiventhedesirabilityoftherevieweebeingabletoachieveasatisfactorybalancebetweenthetimerequiredtodischargehisprofessionaldutiesandthetimerequiredtopursuehispersonalinterestsoutsidework,consistentwiththeschool'sstrategyforbringingdownwardpressureonworkinghours.Theyshallalsotakeaccountoftheteacher'sprofessionalaspirationsandanyrelevantpayprogressioncriteria.Theyshouldbesuchthat,iftheyareachieved,theywillcontributetoimprovingtheprogressofchildrenattheschool.Thereviewerandrevieweewillseektoagreetheobjectivesbutwhereajointdeterminationcannotbemadethereviewerwillmakethedetermination.Inthisschool:allteachers,includingtheheadteacher,willhavenomorethan3objectivesteachers,includingtheheadteacher,willnotnecessarilyallhavethesamenumberofobjectivesallteachers,includingtheheadteacher,willhaveawholeschoolobjectiveThoughperformancemanagementisanassessmentofoverallperformanceofteachersandtheheadteacher,objectivescannotcoverthefullrangeofateacher'sroles/responsibilities.Objectiveswill,therefore,focusontheprioritiesforanindividualforthecycle.Atthereviewstageitwillbeassumedthatthoseaspectsofateacher'sroles/responsibilitiesnotcoveredbytheobjectivesoranyamendmenttothestatementwhichmayhavebeennecessaryinaccordancewiththeprovisionsoftheregulationshavebeencarriedoutsatisfactorily.ReviewingProgressAttheendofthecycleassessmentofperformanceagainstanobjectivewillbeonthebasisoftheperformancecriteriasetatthebeginningofthecycle.Goodprogresstowardstheachievementofachallengingobjective,eveniftheperformancecriteriahavenotbeenmetinfull,willbeassessedfavourably.Theperformancemanagementcycleisannual,butonoccasionsitmaybeappropriatetosetobjectives thatwillcoveraperiodovermorethanonecycle.Insuchcases,thebasisonwhichtheprogressbeingmadetowardsmeetingtheperformancecriteriafortheobjectivewillbeassessedattheendofthefirstcycleandwillberecordedintheplanningandreviewstatementatthebeginningofthecycle.APPEALSAtspecifiedpointsintheperformancemanagementprocessteachersandheadteachershavearightofappealagainstanyoftheentriesintheirplanningandreviewstatements.Wherearevieweewishestoappealonthebasisofmorethanoneentrythiswouldconstituteoneappealhearing.Detailsoftheappealsprocessarecoveredintheschool'spaypolicy.CONFIDENTIALITYThewholeperformancemanagementprocessandthestatementsgeneratedunderit,inparticular,willbetreatedwithstrictconfidentialityatalltimes.Onlythereviewee'slinemanageror,whereshehasmorethanone,eachofherlinemanagerswillbeprovidedwithaccesstothereviewee'splanrecordedinherstatement,uponrequest,wherethisisnecessarytoenablethelinemanagertodischargeherlinemanagementresponsibilities.Revieweeswillbetoldwhohasrequestedandhasbeengrantedaccess.TRAININGANDSUPPORTTheschool'sCPDprogrammewillbeinformedbythetraininganddevelopmentneedsidentifiedinthetrainingannexofthereviewees'planningandreviewstatements.Thegoverningbodywillensureinthebudgetplanningthat,asfaraspossible,appropriateresourcesaremadeavailableintheschoolbudgetforanytrainingandsupportagreedforreviewees.Anaccountofthetraininganddevelopmentneedsofteachersingeneral,includingtheinstanceswhereitdidnotprovepossibletoprovideanyagreedCPD,willformapartoftheheadteacher'sannualreporttothegoverningbodyabouttheoperationoftheperformancemanagementintheschool.WithregardtotheprovisionofCPDinthecaseofcompetingdemandsontheschoolbudget,adecisiononrelativeprioritywillbetakenwithregardtotheextenttowhich:(a)theCPDidentifiedisessentialforarevieweetomeettheirobjectives;and(b)theextenttowhichthetrainingandsupportwillhelpthe schooltoachieveitspriorities.Theschool'sprioritieswillhaveprecedence.Teachersshouldnotbeheldaccountableforfailingtomakegoodprogresstowardsmeetingtheirperformancecriteriawherethesupportrecordedintheplanningstatementhasnotbeenprovided.APPOINTMENTOFREVIEWERSFORTHEHEADTEACHERAppointmentofGovernorsTheGoverningBodyisthereviewerfortheheadteacherandtodischargethisresponsibilityonitsbehalfmayappoint2or3governors.Whereaheadteacherisoftheopinionthatanyofthegovernorsappointedbythegoverningbodyunderthisregulationisunsuitableforprofessionalreasons,s/hemaysubmitawrittenrequesttothegoverningbodyforthatgovernortobereplaced,statingthosereasons.AppointmentofSchoolImprovementPartnerorExternalAdviserThelocalauthorityhasappointedaSchoolImprovementPartnerfortheschool,whowillprovidetheGoverningBodywithadviceandsupportinrelationtothemanagementandreviewoftheperformanceoftheheadteacher.APPOINTMENTOFREVIEWERSFORTEACHERSInthecasewheretheheadteacherisnottheteacher'slinemanager,theheadteachermaydelegatethedutiesimposeduponthereviewer,intheirentirety,totheteacher'slinemanager.Inthisschooltheheadteacherhasdecidedthat:Theheadteacherwillbethereviewerforthoseteachersshedirectlylinemanagesandwilldelegatetheroleofreviewer,initsentirety,totherelevantlinemanagersforsomeorallotherteachers. Linemanagerswillbethereviewersforallthoseteacherstheylinemanage.Whereateacherisoftheopinionthatthepersontowhomtheheadteacherhasdelegatedthereviewer'sdutiesisunsuitableforprofessionalreasons,shemaysubmitawrittenrequesttotheheadteacherforthatreviewertobereplaced,statingthosereasons.Whereitbecomesapparentthatthereviewerwillbeabsentforthemajorityofthecycleorisunsuitableforprofessionalreasonstheheadteachermayperformthedutiesherselfordelegatethemintheirentiretytoanotherteacher.Wherethisteacherisnotthereviewee'slinemanagertheteacherwillhaveanequivalentorhigherstatusinthestaffingstructureastheteacher'slinemanager.Aperformancemanagementcyclewillnotbeginagainintheeventofthereviewerbeingchanged.Alllinemanagerstowhomtheheadteacherhasdelegatedtheroleofreviewerwillreceiveappropriatepreparationforthatrole.THEPERFORMANCEMANAGEMENTCYCLETheperformanceofteachersmustbereviewedonanannualbasis.Performanceplanningandreviewsmustbecompletedforallteachersby31Octoberandforheadteachersby31December.Theperformancemanagementcycleinthisschool,therefore,willrunfromtheendofautumnhalftermtotheendofthesummertermforteachers,andfromtheendofautumntermtotheendofthesummertermfortheheadteacher.Teacherswhoareemployedonafixedtermcontractoflessthanoneyear,willhavetheirperformancemanagedinaccordancewiththeprinciplesunderpinningtheprovisionsofthispolicy.Thelengthofthecyclewillbedeterminedbythedurationoftheircontract.Whereateacherstartstheiremploymentattheschoolpart-waythroughacycle,theheadteacheror,thegoverningbodyshalldeterminethelengthofthefirstcycleforthatteacher,withaviewtobringinghercycleintolinewiththecycleforotherteachersattheschoolassoonaspossible.Whereateachertransferstoanewpostwithintheschoolpart-waythroughacycle,theheadteacheror, thegoverningbodyshalldeterminewhetherthecycleshallbeginagainandwhethertochangethereviewer.RETENTIONOFSTATEMENTSPerformancemanagementplanningandreviewstatementswillberetainedforaminimumperiodof6years.MONITORINGANDEVALUATIONThegoverningbodywillmonitortheoperationandoutcomesofperformancemanagementarrangements.Theheadteacherwillprovidethegoverningbodywithareportontheoperationoftheschool'sperformancemanagementpolicyannually.Thereportwillnotcontainanyinformationwhichwouldenableanyindividualtobeidentified.Thereportwillinclude:•theoperationoftheperformancemanagementpolicy;•theeffectivenessoftheschool'sperformancemanagementprocedures;•teachers'traininganddevelopmentneeds.TheGoverningBodyiscommittedtoensuringthattheperformancemanagementprocessisfairandnon-discriminatoryandthefollowingmonitoringdatashouldbeincludedintheheadteacher'sreportbecausetheyrepresentthepossiblegroundsforunlawfuldiscrimination:•Race•Sex•Sexualorientation•Disability•Religionandbelief•Age•Part-timecontracts •Tradeunionmembership.Theheadteacherwillalsoreportonwhethertherehavebeenanyappealsorrepresentationsonanindividualorcollectivebasisonthegroundsofallegeddiscriminationunderanyofthecategoriesabove.REVIEWOFTHEPOLICYTheGoverningBodywillreviewtheperformancemanagementpolicyeveryschoolyearinthesummerterm.TheGoverningBodywilltakeaccountoftheheadteacher'sreportinitsreviewoftheperformancemanagementpolicy.Thepolicywillberevisedasrequiredtointroduceanychangesinregulationandstatutoryguidancetoensurethatitisalwaysuptodate.TheGoverningBodywillseektoagreeanyrevisionstothepolicywiththerecognisedtradeunionshavingregardtotheresultsoftheconsultationwithallteachers.Toensureteachersarefullyconversantwiththeperformancemanagementarrangements,allnewteacherswhojointheschoolwillbebriefedonthemaspartoftheirintroductiontotheschool.ACCESSTODOCUMENTATIONCopiesoftheschoolimprovementanddevelopmentplanandSEFcanbeobtainedfromtheschooloffice.CLASSROOMOBSERVATIONPROTOCOLAllclassroomobservationwillbeundertakeninaccordancewiththeperformancemanagementregulations,theassociatedguidancepublishedbytheRewardsandIncentivesGroupandtheclassroomobservationprotocolthatisappendedtothispolicyinAnnex1. ANNEX1-CLASSROOMOBSERVATIONPROTOCOLTheGoverningBodyiscommittedtoensuringthatclassroomobservationisdevelopmentalandsupportiveandthatthoseinvolvedintheprocesswill:•carryouttherolewithprofessionalism,integrityandcourtesy;•evaluateobjectively;•reportaccuratelyandfairly;and•respecttheconfidentialityoftheinformationgained.Thetotalperiodforclassroomobservationarrangedforanyteacherwillnotexceedthreehourspercyclehavingregardtotheindividualcircumstancesoftheteacher.Thereisnorequirementtouseallofthethreehours.Theamountofobservationforeachteachershouldreflectandbeproportionatetotheneedsoftheindividual.Inthisschool'proportionatetoneed'willbedeterminedbytheheadteacher.Thearrangementsforclassroomobservationwillbeincludedintheplanintheplanningandreviewstatementandwillincludetheamountofobservation,specifyitsprimarypurpose,anyparticularaspectsoftheteacher'sperformancewhichwillbeassessed,thedurationoftheobservation,whenduringtheperformancemanagementcycletheobservationwilltakeplaceandwhowillconducttheobservation.Whereevidenceemergesaboutthereviewee'steachingperformancewhichgivesrisetoconcernduringthecycleclassroomobservationsmaybearrangedinadditiontothoserecordedatthebeginningofthecyclesubjecttoarevisionmeetingbeingheldinaccordancewiththeRegulations.Informationgatheredduringtheobservationwillbeused,asappropriate,foravarietyofpurposesincludinginformingschoolself-evaluationandschoolimprovementstrategiesinaccordancewiththeschool'scommitmenttostreamliningdatacollectionandminimisingbureaucracyandworkloadburdensonstaff.Inkeepingwiththecommitmenttosupportiveanddevelopmentalclassroomobservationthosebeingobservedwillbenotifiedinadvance. ClassroomobservationswillonlybeundertakenbypersonswithQTS.Inaddition,inthisschoolclassroomobservationwillonlyundertakenbythosewhohavehadadequatepreparationandtheappropriateprofessionalskillstoundertakeobservationandtoprovideconstructiveoralandwrittenfeedbackandsupport,inthecontextofprofessionaldialoguebetweencolleagues.Oralfeedbackwillbegivenassoonaspossibleaftertheobservationandnolaterthantheendofthefollowingworkingday.Itwillbegivenduringdirectedtimeinasuitable,privateenvironment.Writtenfeedbackwillbeprovidedwithinfiveworkingdaysoftheobservationtakingplace.Ifissuesemergedfromanobservationthatwerenotpartofthefocusoftheobservationasrecordedintheplanningandreviewstatementtheseshouldalsobecoveredinthewrittenfeedbackandtheappropriateactiontakeninaccordancewiththeregulationsandguidance.Thewrittenrecordoffeedbackalsoincludesthedateonwhichtheobservationtookplace,thelessonobservedandthelengthoftheobservation.Theteacherhastherighttoappendwrittencommentsonthefeedbackdocument.Nowrittennotesinadditiontothewrittenfeedbackwillbekept.Aheadteacherhasadutytoevaluatethestandardsofteachingandlearningandtoensurethatproperstandardsofprofessionalperformanceareestablishedandmaintained.Headshavearighttodropintoinformtheirmonitoringofthequalityoflearning.Dropinswillonlybeundertakenbytheheadteacher.October2007
