3、emajorproblemsfacedbylocalsupermarketoperatorswereasfollows.IKecncompetitionInordertohavea“quick”shareoftheboomingsupermarket/retai1ingbusiness,manyparticipantsrushedintothesupermarket/retailingsceneeventhoughsomeofthemwerenotwellequippedwiththerelevantsuper
4、market/retailingtechnologyorexpertise.Whilecompctitionhadnotbeenmentionedinpaststudies,supermarkctoperatorsgenerallyfeltthatcompetitionhadbecomeamajorissue.Tothelocalsupermarketsthemajorcompetitioncamefromothersupermarkets,fromdepartmentstores,frombigmultina
5、tionalgiantssuchasWal-Mart,andfromothertraditionalretailoutlets.ThecompetitionwassokeenthatoneCEOofalargelocalsupermarkctchaincomplainedthathiscompetitorintentionallyopenedasupermarketnextdoor,accordingtohim,onlyforthesakeofcompetition.2Lackofmanagementskill
6、sandexpertiseThisissue,thelackofmanagementexpertiseandtechnicalskilIsinsupermarkctoperations,existedinthe1980sHoandLo,1987.Assupermarketsandretailingshopsofvarioustypesexpandedinnumbers,theyattractedstafffromtheexistingpoolofexpertisebuiltupinthisarea.Theent
7、repreneurialnatureoftheChinesecouldbethesourceofthecontinuedinsufficientsupplyofhumancapital.Someexecutives,afteracquiringsomeknowledgeandexpertiseinthefield,chosetoleavethecompanyforgreenerturfvbysettingupsmallerscalesupermarketsoftheirown.Stafftumover,inon
8、ecase,wasashighas30percentinayear.Thismightexplainthelackofenthusiasmbymanagementtospendmoneyonstafftraining.Hence,therewasaseriousshortageofmanagerialmanpower,particularlyintheareasofcashmanage
