3、willdemandself-inspectionofkeydomesticpolicies,particularlyintelecommunications,financialservices,anddistributionanddelivery.Technicalaspectsofelectroniccommerce,itscomplexityandthecharacteristicofnetworkexternalitiesshouldchangethewaythatdevelopingco
4、untriesapproachtheexternalnegotiatingprocesstodependmoreoncooperativeeffortthroughtheirregionalforums(APEC,FTAA).Second,sinceelectroniccommerceischaracterizedby“networkexternalities.Developingcountriesshouldtakeadvantageofthetechnicalleadershipcomingo
5、utoftheprivatesectorinthemostadvancedcountries(andtheirownprivatesector,evenifnascent)and“draft”inbehind.E-commerceisnotaservice,noragood,butsomethingthatiscomprisedofboth.InthecontextofWTOcommitments,embracingthisideacouldleadtoaliberalizingbiasinfav
6、orofelectronicdeliveryofgoodsandservicesascomparedtodeliverybyascheduledmode.Ratherthanviewthisoutcomewithalarm,developingcountriesshouldencourageitasapositiveforcethatfurthersthedevelopmentbothofelectroniccommerce,aswellasengendersdeeperliberalizatio
