4、effortthroughtheirregionalforumsAPEC,FTAASecond,sinceelectroniccommerceischaracterizedbyunetworkexternalities.Developingcountricsshouldtakcadvanteigcoftheteehnicedleadershipcomingoutoftheprivatesectorinthemostadvancedcountriesandtheirownprivatcsector,evenifnascen
