3、icklytoencouragelocalindustrializationandattractforeigninvestmentintheabsenceofacomprehensivesustainabledevelopmentscheme.ThereissomeencouragingevidencethatindustrialecologyisbeginningtoyieldpositivebenefitsinADCs.Someactivitiesarespontaneous;theywereeconomyandtechnology-d
4、riven.Otherswereintroducedandpartneredwithinternationalorganizations,suchastheUnitedNationsDevelopmentProgrammed(UNDP)PRIMEprojectinthePhilippines,UnitedNationsEnvironmentalProgramme(UNEP)projectinChina,DeutscheGesellschaftfürTechnischeZusammenarbeit(GTZ)involvementinThail
5、andandChina,andADBprojectinSriLanka.Alltheseprojectshavecomprehensivebenefits,buttherearestillmanybarriersanddifficulties.SinceADCshavedifferentpolitical,economic,environmentalandresourceconstraintsthantheeconomiesindevelopedcountries,ADCsneedtoreviewandcraftsuitablestrate
6、giestoputindustrialecologyintoplace,insteadofusingthemodelsdevelopedfordevelopedcountries.China’scentralgovernmentpaysattentiontoenvironmentalprotectionandⅢ-10supportstheapplicationanddevelopmentofenvironmentalmanagementstrategies,suchasindustrialecology.Asthenationalagenc
7、yofenvironmentalprotection,theStateEnvironmentalProtectionAdministration(SEPA)ledthefirstEIPprojectinGuigang,GuangxiZhuangAutonomousregionin2000.InOctober2001,thedepartmentofScience,TechnologyandStandardinSEPAinitiatedanotherEIPdemonstrationprojectinYantai,Shandongprovince
