2、pmentagenda.Overthepastfewyears,significantcapitalallocationstotheRWSSsector(aboutUS$20-25Mannuallyor3%ofthetotalplanoutlay),havebeenmadewhichindicatesthehighpriorityaccordedtothesector.GovernmentofIndiatoosupportstheRWSSsectorreformsandprovidessignificantfina

3、ncialassistancetoPunjabthroughitscentrallysponsoredprogramssuchasARWSP,SwajaldharaandTotalSanitationCampaign(TSC).Intheabovecontext,GovernmentofPunjabDepartmentofWaterSupplyandSanitation(DWSS)hasrecentlydevelopedanewRWSSpolicyframeworkandobtainedcabinetclearan

4、ceofthesame.Thekeyfeaturesofthenewapproachwouldbe:(i)rurallocalgovernmentswithusergroupstoberesponsibleforupgradationandmanagementofallintra-villageRWSSfacilitiesandservices;(ii)DWSStoberesponsibleformanagingcomplexmulti-villagewatersupplyschemes,butwithimprov

5、edfiscalandoperationalperformance,andforprovidingcapacitysupporttorurallocalgovernments;(iii)introducingpartialcapitalcostsharingbyusersasanexpressionoftheirdemand;and(iv)financingofrecurrentO&Mcostsbyusercommunities.Now,GoPintendstoscaleupstatewidethedemandre

6、sponsiveanddecentralizedservicedeliveryapproach.Inthiscontext,GoPisseekingWorldBankassistanceinimplementingits6yearmediumtermRuralWaterSupplyandSanitation(RWSS)project.GoPhasalsoindicateditsinterestinadoptingaSectorWideApproach(SWAp)toRWSSimprovementsintheStat
