3、betweenthepeople'sgovernmentsatalllevelsandthepeople,protectingthelawfulrightsandinterestsofletter-writersandvisitors,andmaintainingagoodorderinletter-writingandvisiting.Article2Theterm"lettersandvisits"intheseRegulationsmeansthatcitizens,legalpersonsorotherorganizationsgi
4、veinformation,makecommentsorsuggestionsorlodgecomplaintstothepeople'sgovernmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecountylevelthroughcorrespondence,E-mails,faxes,phonecalls,visits,andsoon,whicharedealtwithbytherelevantadministrativedepa
5、rtmentsaccordingtolaw.Acitizen,legalpersonoranyotherorganizationthatgivesinformation,makescommentsorsuggestionsorlodgescomplaintsbysuchmeansasprescribedintheprecedingparagraphisdefinedasaletter-writerorvisitor.Article3Thepeople'sgovernmentsatalllevelsandtherelevantdepartme
6、ntsofthepeople'sgovernmentsatorabovethecountylevelshalleffectivelyhandlelettersandvisitsby16conscientiouslydealingwithletters,receivingvisitors,heedingpeople'scomments,suggestionsandcomplaintsandacceptingtheirsupervision,sothatthepeople'sinterestsarebestserved.Thepeople'sg
7、overnmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecountylevelshallkeepfree-flowingchannelsforletter-writersandvisitorsandprovideconveniencefortheletter-writersorvisitorswhogiveinformation,makecommentsorsuggestions,orlodgecomplaintsbysuchmean
8、sasprescribedintheseRegulations.Noorganizationorindividualmayretaliateagainstletter-write
