3、 Article1TheseRegulationsareformulatedforthepurposesofenhancingrelationsbetweenthepeople'sgovernmentsatalllevelsandthepeople,protectingthelawfulrightsandinterestsofletter-writersandvisitors,andmaintainingagoodorderinletter-writingandvisiting. Articl
4、e2Theterm"lettersandvisits"intheseRegulationsmeansthatcitizens,legalpersonsorotherorganizationsgiveinformation,makecommentsorsuggestionsorlodgecomplaintstothepeople'sgovernmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecoun
5、tylevelthroughcorrespondence,E-mails,faxes,phonecalls,visits,andsoon,whicharedealtwithbytherelevantadministrativedepartmentsaccordingtolaw. Acitizen,legalpersonoranyotherorganizationthatgivesinformation,makescommentsorsuggestionsorlodgescomplaintsbys
6、uchmeansasprescribedintheprecedingparagraphisdefinedasaletter-writerorvisitor. Article3Thepeople'sgovernmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecountylevelshalleffectivelyhandlelettersandvisitsbyconscientiouslydea
7、lingwithletters,receivingvisitors,heedingpeople'scomments,suggestionsandcomplaintsandacceptingtheirsupervision,sothatthepeople'sinterestsarebestserved. Thepeople'sgovernmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecoun
8、tylevelshallkeepfree-flowingchannelsforletter-writersandvisitorsandprovideconveniencefortheletter-writersorvisitorswhogiveinformation,makecommentsorsuggestions,orlodgecomplaintsbysuchmeansasprescribedintheseRegulations. Noorga
