4、ntitiesandanyotherentitywhichhasenteredintoanagreementwiththeUniversity,andsuchagreementincludesatermwhichrequiresittocomplywiththeUniversity’spurchasingpolicyandassociatedprocedures.KEYASPECTSOFTHETENDERINGPROCESS3.OpentenderingUniversitytendersshouldbeopento

5、thepublicsothatthemarketisassessedforthegoodsorservicesrequired.Therearetwowaysthismaybedone,eitherbyfullyOpenTenderoramulti-stagetenderwhichinitiallyinvolvesthecallingofanExpressionofInterest,followedbyaSelectiveTender.TheProcurementServicesDepartmentmustappr

6、oveallOpenTenderproposalsandtheChiefProcurementOfficermustapproveallEOIproposals.4.InvitedtenderingInvitedTenderingmaybeusedinsteadofOpenTenderingincertaincircumstances.InvitedTenderingoccurswhenspecificsuppliersareinvitedtotenderforgoodsorservicesratherthanth

7、etenderbeingopentoanysuppliers.TheChiefProcurementOfficermustapproveallInvitedTenderproposals,withtheexceptionofusingapprovedpre-qualifiedsupplierpanels.5.DocumentationAccountabilityrequirescomprehensivedocumentationforalltenders.Detailedjustificationofallkeyd

8、ecisionsmade,especiallytheselectionofthetenderer,mustberecordedonanofficialRecordsManagementfilefromthetimethatadecisionismadetotenderuntilthefinalisationofthecontract.Documentatio
