4、tendersshouldbeopentothepublicsothatthemarketisassessedforthegoodsorservicesrequired.Therearetwowaysthismaybedone,eitherbyfullyOpenTenderoramulti-stagetenderwhichinitiallyinvolvesthecallingofanExpressionofInterest,followedbyaSelectiveTender.TheProcurementServicesDepartmentmustapproveallOpenTenderpro

5、posalsandtheChiefProcurementOfficermustapproveallEOIproposals・4.InvitedtenderingInvitedTenderingmaybeusedinsteadofOpenTenderingincertaincircumstances.InvitedTenderingoccurswhenspecificsuppliersareinvitedtotenderforgoodsorservicesratherthanthetenderbeingopentoanysuppliers・TheChiefProcurementOfficermu
