3、o.2.CoverageTheseProceduresapplytoallUniversityactivitiesincludingactivitiesundertakenbyFoundations,Centers,ControlledEntitiesandanyotherentitywhichhasenteredintoanagreementwiththeUniversity,andsuchagreementincludesatermwhichrequiresittocomplywiththeUniversity’spurchasin

4、gpolicyandassociatedprocedures.KEYASPECTSOFTHETENDERINGPROCESS3.OpentenderingUniversitytendersshouldbeopentothepublicsothatthemarketisassessedforthegoodsorservicesrequired.Therearetwowaysthismaybedone,eitherbyfullyOpenTenderoramulti-stagetenderwhichinitiallyinvolvestheca

5、llingofanExpressionofInterest,followedbyaSelectiveTender.TheProcurementServicesDepartmentmustapproveallOpenTenderproposalsandtheChiefProcurementOfficermustapproveallEOIproposals.4.InvitedtenderingInvitedTenderingmaybeusedinsteadofOpenTenderingincertaincircumstances.Invit

6、edTenderingoccurswhenspecificsuppliersareinvitedtotenderforgoodsorservicesratherthanthetenderbeingopentoanysuppliers.TheChiefProcurementOfficermustapproveallInvitedTenderproposals,withtheexceptionofusingapprovedpre-qualifiedsupplierpanels.5.DocumentationAccountabilityreq

7、uirescomprehensivedocumentationforalltenders.Detailedjustificationofallkeydecisionsmade,especiallytheselectionofthetenderer,mustberecordedonanofficialRecordsManagementfilefromthetimethatadecisionismadetotenderuntilthefinalisationofthecontract.Documentationmustbeavailable
