3、ralProvisionsThefirstistoprotectanddevelopthetourismresourcesreasonably,regulatethetourismorder,protectionoftouristsandtourismoperatorsandtourismpractitionersofthelegitimaterightsandinterests,promotethehealthydevelopmentofthetourismindustry,accordingtothe"People'sRepublicofChinaregionalnationalauton
4、omy"and"YunnantourismOrdinance"andotherlawsandregulations,combinedwiththeactualAutonomousPrefecture,theenactmentofthisordinance.TheseRegulationsareapplicabletothetourismplanning,tourismresourcesdevelopment,tourismmanagementservices,tourismactivitiesandtourismsupervisionandadministrationofthesecondau
5、tonomousprefectures.Thirddevelopmentofthetourismindustryshouldadheretotheprotectionandrationaldevelopment,thecombinationofsocialbenefit,economicbenefitandecologicalbenefitcoordinationprinciple,givefullplaytoregionaladvantages,highlightingthetropicalrainforestsceneryandlocalculturalcharacteristics.Th
6、efourthAutonomousPrefectureandcounty(city)people'sgovernmentshouldincreaseinvestmentandsupporttothetourismindustry,bringthedevelopmentoftourismintothenationaleconomicandsocialdevelopmentplan,setupspecialfunds,andbeincludedinthebudgetatthesamelevel.Theadministrativedepartmentsoftourismoffifthautonomo
