2、ommitteeofthepeople'sCongressofHeilongjiangProvinceonOctober17,2008.No.seventhwaspromulgatedandputintoeffectasofDecember1,2008Chapter1GeneralProvisionsArticle1inordertopreventlanddesertification,landdesertificationtreatment,maintainecologicalsafetyandpromotesustainableeconomicandsocialdevelopment,
3、accordingto"people'sRepublicofChinaonpreventionandcontrolofdesertificationlaw"andotherrelevantlawsandregulations,combinedwiththeactualsituationofthisprovince,theenactmentofthisordinance.Second,intheadministrativeregionofthisprovincetopreventdesertification,desertificationlandgovernanceanddevelopme
4、ntandutilizationactivities,shouldcomplywiththeseregulations.Thirdlanddesertificationmentionedintheseregulations,includingdesertifiedlandandlandwithobviousdesertificationtendency.Thespecificscopeshallbedeterminedaccordingtothenationalplanforthepreventionandcontrolofdesertificationandtheprovisionsof
5、theseregulations.Fourthantidesertificationworkshouldadheretothescientificplanning,localconditions,focused,comprehensivemanagement,equalemphasisonpreventionandtreatment,rationaluse,ecological,economicandsocialbenefitsofunity,accordingtothelawtoprotectthelegitimaterightsandinterestsoftheprincipleofd
6、esertificationare.TheFifthPeople'sgovernmentsatorabovethecountylevelareresponsibleforthepreventionandcontrolofdesertificationintheiradministrativeareas.Theprovincialforestryadministrativedepartmentisresponsiblefororganizing,coordinating,guidingandsupervisingthesandcontrolworkintheprovince,andisres
