3、dancewiththedecisionofthefirstamendment"accordingtotheNovember24,2011EleventhPeople'sCongressofLiaoningprovincetwenty-sixthmeetingoftheStandingCommittee"onthepartofthelocalmodificationregulations"thedecisionoftheSecondAmendment)Article1forthepurposeofprotectionandrational

4、utilizationofforestgermplasmresources,breedingandspecificationtreeseedtreespeciesproduction,management,use,maintenanceofforestbreedingandseedproducers,managersandusersofthelegitimaterightsandinterests,promotethedevelopmentofforestryinPeople'sRepublicofChina,accordingtothe

5、"seedlaw"(hereinafterreferredtoasthe"seedlaw"),thecombinationofourprovinceactually,theenactmentofthisordinance.Second,intheadministrativeareaofourprovinceengagedintreespeciesbreedingandforestseedproduction,management,useandmanagementactivities,shouldabidebythe"seedlaw"and

6、theregulations.Theterm"treeseed"asmentionedintheseRegulationsreferstotheplantingmaterialsorpropagationmaterialsoftrees,includinggrains,fruitsandroots,stems,seedlings,budsandleaves.ThethirdProvince,cityandcounty(includingcounty-levelcitiesandbelowarea)forestryadministrativ

7、edepartmentsinchargeoftheadministrativeareaofforesttreeseed,seedmanagementinstitutionsspecificworkresponsibleforthemanagementofforestseed.Theadministrativedepartmentsconcerned,suchasscienceandtechnology,industryandcommerce,qualityandtechnicalsupervision,shall,inaccordance

8、withtheirrespectivefunctions,doagoodjobinthemanagementofforesttreeseeds.FourthProvincialPeople's
