4、wsandregulations,inlightoftheactualconditionsofourprovince,inordertostrengthenthesafetymanagementofMarineFisheriesandensurethesafetyofthelivesandpropertyoffishermen.ArticlesecondtheseRegulationsapplytounitsandindividualsengagedinfisheryproduction,navigation,be
5、rthingandotheractivitiesrelatedtofisheryproductioninthewatersoftheprovince.ThirdMaritimeFisheriessafetymanagement,adheretothe"safetyfirst,preventionfirst"policy.Thepeople'sgovernmentsofprovincesandcoastalcitiesandcounties(includingcounty-levelcities,districtsa
6、ndthesamebelow)shallstrengthentheirleadershipintheworkofmarinefisherysafety,andimplementthemarinefisherysecurityaccidentliabilityinvestigationsystem.Thepeople'sgovernmentsofthecoastaltownshipsandtowns(includingsubdistrictoffices)shalltakeeffectivemeasurestoorg
7、anizeandimplementtheworkofmarinefisherysafety.Fourthprovinceandcoastalcity,countypeople'sGovernmentofthefisheryadministrativedepartmentinchargeoftheadministrativeareasofmarinefisherysafetymanagementwork,whichbelongstothefishingharboursuperintendencyagenciesres
