2、AcademicDegreeAppliedfor:MPASpecialty:PublicManagementUniversity:HeBeiUniversityDateofOralExamination:May,2015IIII摘要摘要高技能人才是我国人才队伍的重要组成部分，是推动技术创新和实现科技成果转化的重要力量，高技能人才在提高企业竞争力、推动技术创新和科技成果转化等方面具有不可替代的重要作用。但是在京津冀一体化进程中，河北省的高技能人才总量不足，分布不均，培养机制不够完善等问题日益突出，成为制约经济社会发展和经济增长方式的瓶颈。因此，找到合适的高技能人才培养途径迫在眉

3、睫。本文通过对河北省高技能人才培养机制的现状展开分析，介绍河北省近几年在高技能人才培养方面的主要措施，存在的问题及出现问题的原因，针对河北省特有的省情对推动高技能人才队伍培养机制建设的课题展开研究,主要分析高技能人才在需求、培养、评价和激励措施情况，借鉴国外和国内发达省市在高技能人才培养工作的经验，着重从政府方面提出要求和对策，并着重在经费投入、校企关系、高技能人才评价、激励保障制度方面展开分析。旨在对河北省高技能人才的培养机制作出新的研究，为河北省高技能人才培养机制问题提出较为完善和系统的解决方案。关键词：高技能人才培养管理IAbstractAbstractBeingani
