3、theMSmodelsapplicabilitytoChinabyexaminingstrategiesputforthbyChinesepolicyentrepreneursinthethirdsector.Itconsidershowtheymaysuccessfullypromotechangebyusingastrategyofproposingarelativelyradicalpolicyconceptthatispoliticallyacceptableandtechnicallyinfeasibletopol
4、icymakers.Toillustratesuchastrategy,thispaperconsidersacaseofpolicychangeinvolvingChineseurbanvagrants.ThepolicyonDetentionandRepatriation,whichwasfirstimplementedin1982,waschallengedfollowingtheSunZhigangIncidentinMarch2003.Shortlythereafterlawscholarsfiledtwosugges
5、tionletterstotheNationalPeoplesCongressStandingCommitteecallingforaconstitutionalityreviewoftheDetentionandRepatria-tionSystem.ThoughitwastechnicallyinfeasibletoairsuchaproposalinChinaatthattime,theStateCouncilinitiatedactiontoabolishcertainprovisionsoftheDetention
