2、不断改革以及特种需求企业市场化的发展，特种需求企业急需一套完善的绩效管理体系。本文以项目为依托，以x特种需求企业为研究对象。在对平衡计分卡和绩效管理相关理论综述的基础上，首先从特种需求企业基木情况及其绩效管理现状等方面出发，分析了特种需求企业实施平衡计分卡的必要性。其次对特种需求企业的基于平衡计分卡的绩效管理体系进行了研究、设计思路、设计流程等内容进行了分析说明；然后结合特种需求企业的特点，依据平衡计分卡的4个维度，进行了指标的筛选，设计了特种需求企业的公司层和部门层的平衡计分卡绩效管理体系。最后，本文以上述分析思路为指导，为X特种需求企业构
