1、湖南师范大学硕士学位论文问题与对策：我国高校去行政化研究姓名：王思婷申请学位级别：硕士专业：行政管理指导教师：李海萍201205摘’要本文援引温家宝总理对大学改革的寄愿，依据2010年出台的《国家中长期教育改革和发展规划纲要(2010．2020)》，以我国的公立高校为研究对象，通过对高校行政权力与学术权力的行使状况分析，力图寻找大学去行政化改革的有效路径。首先，文章介绍了行政、教育行政、高校行政权力与学术权力及其相关概念的内涵，回顾了我国高校管理体制的改革与行政权力的变迁，对我国高校内、外部管理体制的发展历程进

2、行了梳理，理清了高校行政权力变迁的基本脉络。然后，阐述了高校行政化所引发的问题：思想“行政化”使大学精神丧失，政府管理“行政化”使高校偏离教育轨道，高校内部管理“行政化”阻碍学术性功能的发挥。进而指出高校行政化的原因：官本位及高校工具化思想观念导致了行政化，中央集权的管理方式导致了行政化，高校内部科层制管理体系的扩大化导致了行政化。最后，从以下三个方面对高校去行政化改革提出建议：第一要从工具化思维定位向教育思维定位转变，从“行政本位”向“学术本位”观念转变，第二完善相关高等教育法保障大学自治，制定大学章程保障学
