4、兩岸政府都必須面對兩岸經貿交流所產生的問題。進一步而言，在面對全球化的競爭與機遇，兩岸政府都應該努力透過兩岸經濟合作，增進兩岸人民的福祉與企業的競爭力。要達成「兩岸經濟合作機制」的可行方式有三：第一、立即恢復海基會與海協會的協商機制；第二、透過既有的WTO與APEC溝通管道；第三、透過作者設計的三個進程：兩岸經濟論壇、兩岸經濟合作理事會、與兩岸經濟聯盟。EnglishAbstract:Cross-StraiteconomicexchangehasbeenincreasingveryrapidlyandbothgovernmentsacrosstheTaiwanStraitshouldcoll
