2、cdevelopmentinforeign-relatedfields,theseGuidelinesareformulatedpursuanttotheRegulationsofthePeople’sRepublicofChinaonForeignExchangeAdministration.ArticleIITheStatesetsnolimitationoninternationalpaymentsfortrade.ExportrevenuemayeitherbetransferredbacktoChina

3、orbedepositedoverseas.ArticleIIIForeignexchangereceiptsandpaymentsfromtradebyforeigntradeorganizations(hereinafterreferredtoas“enterprises”)shallbebasedonauthenticandlawfultradingbackgroundsandshallbeconsistentwiththeimportandexportofgoods.ArticleIVThefinanci

4、alinstitutionshandlingforeignexchangesettlementandsales(hereinafterreferredtoas“financialinstitutions”)shallreasonablyexaminetheauthenticityofthetradingdocumentsandtheirconsistencywiththeforeignexchangereceiptsandpaymentsfromtrade.ArticleVTheStateAdministrati

5、onofForeignExchangeanditsbranches(hereinafterreferredtoasthe“foreignexchangeauthorities”)shalloverseeandinspectimplementationoftheprovisionsofparagraphIIofArticleII,ArticleIII,andIVhereofaccordingtothelaw.ArticleVITheforeignexchangeauthoritiesshallestablisham

6、echanismtoinspectwhethertheflowsofimportedandexportedgoodsandtheflowsofcapitalfromthereceiptsandpaymentsofforeignexchangematcheachother,shallsubjecttheenterprises’foreignexchangereceiptsandpaymentsfromtradetooff-siteaggregateverificationsandmonitoring,shallsu

7、bjectenterpriseswithunusualorsuspiciouscircumstancestoon-siteverificationsandinspections(hereinafterreferredtoas“on-siteverifications”),andshallcarryoutoff-siteandon-siteverificationsonthefinancialinstitutions’regulatorycomplianceinhandlingforeignexchangerece

8、iptsandpaymentsfromtradeandonthetimeliness,completeness,andaccuracyoftheirfilingoftherelevantinformation.ArticleVIITheforeignexchangeauthoritiesshallconductclassifiedmanagementoftheenterp
