5、thisOrdinanceappliestothestateandcollectiveconstructionofthereservoir,theconstructionofthechannel,channel,low-lying,flood,embankment,dam,irrigation,wells,irrigationanddrainagestations,hydropowerstationsandotherwaterconservancyprojectsandancillaryfacilities.Thirdwaterco
6、nservancyprojectstoimplementtheprincipleofunifiedmanagementandhierarchicalmanagementcombined.Theadministrativedepartmentofwateradministrationisresponsiblefortheunifiedmanagementofwaterconservancyprojectsthroughouttheprovince.Thewateradministrativedepartmentsofthepeople
7、'sgovernmentsatorabovethecountylevelshallberesponsibleforthemanagementofthewaterconservancyprojectswithintheirrespectiveadministrativeareas.Thewatersupply,drainageandfloodcontrolprojectsbelongingtotheurbanconstructiondepartmentareresponsibleforthemanagementoftheurbanco
