4、ngthenthecollectiveeconomy,promotetheruraleconomysustained,rapidandhealthydevelopment,accordingtotherelevantstatelawsandregulations,combinedwiththeactualsituationofthisprovince,theenactmentofthisordinance.ArticlesecondtheseRegulationsapplytothefinancialmanagementofthevillagecollect

5、iveeconomicorganizationsorvillagerscommitteeswithintheadministrativeareaofthisprovince.Thecollectivefinancialmanagementofthethirdvillagesshallabidebytherelevantlawsandregulations,adheretotheprinciplesofdemocraticmanagementanddiligenceandfrugality,carryoutplanmanagementandstrengthen

6、financialsupervision.Themaintaskofthefourthvillagecollectivefinancialmanagementisthedevelopmentofthefinancialplan;economicaccounting;establishasoundfinancialmanagementsystemtomanageandusecollectivefundsandassets;toguideandsupervisetheenterprisesandinstitutionsoffinancialactivities;
