2、efirstistostrengthentheprotectionandmanagementofwaterconservancyproject,givefullplaytothecomprehensivebenefitofwaterconservancyprojects,promotethedevelopmentofagricultureandnationaleconomy,accordingtotheprovisionsofthe"People'sRepublicofChinawaterlaw"andotherlawsandregulat
3、ions,combinedwiththeactualsituationofSichuanProvince,theenactmentofthisordinance.Thesecondregulationappliestoirrigation,drainage,floodcontrol,watersupply,localhydropowergenerationandotherwaterconservancyprojectsintheadministrativeareasofSichuanprovince.Thirdwaterconservanc
4、yprojectstoimplementaunifiedmanagementandhierarchicalmanagementsystem.Theadministrativedepartmentofwaterofthepeople'sGovernmentofSichuanprovinceisresponsibleforthemanagementofwaterconservancyprojectsthroughouttheprovince.Thewateradministrativedepartmentsofthemunicipal,stat
5、e,countyandlocaladministrativeofficesareresponsibleforthemanagementofwaterconservancyprojectswithintheirrespectiveadministrativeareas.Thefourthwaterconservancyprojectmanagementunitsareresponsibleforthedailymanagement,protectionanddevelopmentofwaterconservancyprojects.Thefi
6、fthlocalpeople'sgovernmentsatalllevelsshouldstrengthentheleadershipofthewaterconservancyprojectmanagement,andurgethewateradministrativedepartmentsandwaterconservancyprojectmanagementunitstoperformtheirdutiesaccordingtolaw.Sixth,encouragemulti-channelinvestmentintheconstruc
7、tionofwaterconservancyprojects.Inaccordancewiththeprincipleof"whoinvestswhoowns",thewaterconservancyprojectimplementsvariousformsofownership,suchasownershipofthewholepeople,collectiveownership,individualownership,jointstocksystemandjoint-stockcooperativesystem.Theseventhwa
