1、SCENARIODOCUMENTSBackgroundPiracyhasbecomeanincreasinglyprevalentproblemoffthecoastofSomalia.Duetoaweakgoverningbodyandnosubstantialinfrastructureoflawenforcement,theSomaligovernmenthaspubliclymadeaninternationalcallforaidinhelpingtoeradicatetheproblem.Inthisregard,therehasbeenaseriesofmeetingsinv
2、olvingtheUnitedNationsSecurityCouncil,theAfricanUnionPeaceandSecurityCouncil,andvariousotherbodiesinstitutinginternationallawrelevanttothesituation(i.e.theInternationalMaritimeOrganization(IMO)).Asaresultofthesemeetings,aseriesofUNSecurityCouncilResolutionshavebeenpasseddirectlypertainingtothepira
3、cysituationinSomalia.Theyareasfollows:oAugust20th,2007,UNSCR1772:allparticipatingpartiesareurgedtosupporttheNationalReconciliationCongressinthepoliticalprocessregardingthesituationinSomalia.Maritimemonitoringefforts,engagedbytheAfricanUnionforceinSomalia(AMISOM)areincreasedandextendedforsixmonths.
4、o1801–February20th,2008:extendspoliciesof1772anothersixmonths.o1811–April28th,2008:MonitoringGroupmandateisextendedtofurtherinvestigatechargesofarmsdealsagainstSomalia.o1814–May15th,2008:UK-draftedresolutionisunanimouslyacceptedthus:increasingUNinvolvementinSomalia,relocatingtheUNPoliticalOfficeof
5、SomaliatoSomalia,andauthorizestheprotectionofhumanitarianshipsdeliveringaidtothecountry.o1816–June2nd,2008:StateswithshipstravelingthroughSomaliawatersareauthorizedtouse“allmeansnecessary”torepressactsofarmedrobberyandactionsofpiracyinSomalia.Statesarespecificallyauthorizedtoaccompanytheirrespecti
