5、eultimateunitsofpoliticallife,thatis,wheregroupslivealongsideeachotherwithoutbeingorganizedintoahigherunity.Whereversuchanarchicsocietyhasexisted--andithasexistedinmostperiodsofknownhistoryonsomelevel-therehasarisenwhatmaybecalledthe"securitydilemma"ofmen,orgroups,ortheirleaders.Groupsorindivi
6、dualslivinginsuchaconstellationmustbe,andusuallyare,concernedabouttheirsecurityfrombeingattacked,subjected,dominated,oranni-hilatedbyothergroupsandindividuals.Strivingtoattainse-curityfromsuchattack,theyaredriventoacquiremoreandmorepowerinordertoescapetheimpactofthepowerofothers.This,inturn,re
7、nderstheothersmoreinsecureandcompelsthemtopreparefortheworst.Sincenonecaneverfeelentirelysecureinsuchaworldofcompetingunits,powercompetitionensues,andtheviciouscircleofsecurityandpoweraccumula-tionison.Whethermanisbynaturepeacefulandcoo
