3、tandoftheCouncilof5September2007establishingaframe-HavingregardtotheTreatyestablishingtheEuropeanCommu-workfortheapprovalofmotorvehiclesandtheirtrailers,nity,andinparticularArticle95thereof,andofsystems,componentsandseparatetechnicalunitsintendedforsuchvehicles(FrameworkDirective)(3).Inordertoachie

4、vetheaimssetoutinrecital1ofthisRegu-lation,AnnexesI,III,IV,VIandXItoDirective2007/46/ECHavingregardtotheproposalfromtheCommission,shouldbeamended.HavingregardtotheopinionoftheEuropeanEconomicandSocialCommittee(1),(3)Experiencehasshownthatlegislationconcerningmotorvehicleshasoftenbeenofahighlydetail

5、edtechnicalcon-tent.ItisthereforeappropriatetoadoptaregulationActinginaccordancewiththeprocedurelaiddowninArticle251insteadofadirectiveinordertoavoiddiscrepanciesoftheTreaty(2),betweentransposingmeasuresandanunnecessaryleveloflegislationintheMemberStates,astherewillbenoneedfortranspositionintonatio
