2、ollowingtherequestoftheEuropeanParliament,anewPEANUNION,regulatoryapproachhasbeenappliedtoECvehiclelegis-lation.ThisRegulationshouldthereforelaydownonlyfundamentalprovisionsonrequirementsforthetype-approvalofhydrogensystemsandcomponents,whereasHavingregardtotheTreatyestab
3、lishingtheEuropeanCommu-thetechnicalspecificationsshouldbelaiddownbyimple-nity,andinparticularArticle95thereof,mentingmeasuresadoptedinaccordancewithCouncilDecision1999/468/ECof28June1999layingdowntheproceduresfortheexerciseofimplementingpowerscon-ferredontheCommission(4)
4、.HavingregardtotheproposalfromtheCommission,HavingregardtotheopinionoftheEuropeanEconomicand(4)Inparticular,theCommissionshouldbeempoweredtoSocialCommittee(1),establishtherequirementsandtestproceduresrelatingtonewformsofhydrogenstorageorusage,additionalhydro-gencomponents
5、andthepropulsionsystem.TheCommis-sionshouldalsobeempoweredtoestablishspecificActinginaccordancewiththeprocedurelaiddowninArticle251procedures,testsandrequirementswithregardtotheoftheTreaty(2),impactprotectionofhydrogen-poweredvehiclesandinte-gratedsystemsafetyrequirements
6、.Sincethosemeasuresareofgeneralscopeandaredesignedtoamendnon-essentialelementsofthisRegulationbysupplementingitWhereas:withnewnon-essentialelements,theymustbeadoptedinaccordancewiththeregulatoryprocedurewithscrutinyprovidedforinArticle5aofDecision1999/468/EC.(1)Theinterna
7、lmarketcomprisesanareawithoutinternalfrontiersinwhichthefreemovementofgoods,persons,servicesandcapitalisensured.Tothatend,acomprehen-siveCommunitytype-approvalsystemformotorvehicles(5)Inthetransportsector,oneofthemainaimsshouldbeagreaterproportionofmoreenvironmentallyfrie
