1、AEuropeanstrategyfordata1.IntroductionOverthelastfewyears,digitaltechnologieshavetransformedtheeconomyandsociety,affectingallsectorsofactivityandthedailylivesofallEuropeans.Dataisatthecentreofthistransformationandmoreistocome.Data-driveninnovationwillbringenor
2、mousbenefitsforcitizens,forexamplethroughimprovedpersonalisedmedicine,newmobilityandthroughitscontributiontotheEuropeanGreenDeal.Inasocietywhereindividualswillgenerateever-increasingamountsofdata,thewayinwhichthedataarecollectedandusedmustplacetheinterestsofth
3、eindividualfirst,inaccordancewithEuropeanvalues,fundamentalrightsandrules.Citizenswilltrustandembracedata-driveninnovationsonlyiftheyareconfidentthatanypersonaldatasharingintheEUwillbesubjecttofullcompliancewiththeEU’sstrictdataprotectionrules.Atthesametime,th
4、eincreasingvolumeofnon-personalindustrialdataandpublicdatainEurope,combinedwithtechnologicalchangeinhowthedataisstoredandprocessed,willconstituteapotentialsourceofgrowthandinnovationthatshouldbetapped.Citizensshouldbeempoweredtomakebetterdecisionsbasedoninsigh
5、tsgleanedfromnon-personaldata.Andthatdatashouldbeavailabletoall–whetherpublicorprivate,bigorsmall,start-uporgiant.Thiswillhelpsocietytogetthemostoutofinnovationandcompetitionandensurethateveryonebenefitsfromadigitaldividend.ThisdigitalEuropeshouldreflectthebes
6、tofEurope-open,fair,diverse,democratic,andconfident.TheEUcanbecomealeadingrolemodelforasocietyempoweredbydatatomakebetterdecisions–inbusinessandthepublicsector.Tofulfilthisambition,theEUcanbuildonastronglegalframework–intermsofdataprotection,fundamentalrights,
7、safetyandcyber-security–anditsinternalmarketwithcompetitivecompaniesofallsizesandvariedindustrialbase.IftheEUistoacquirealeadingroleinthedataeconomy,ithastoactnowandtackle,inaconcertedmanner,issuesrangingfromconnectivitytoprocessingandstorageofdata,computingpo
8、werandcybersecurity.Moreover,itwillhavetoimproveitsgovernancestructuresforhandlingdataandtoincreaseitspoolsofqualitydataavailableforuseandre-use.Ultimately,Europeaimstocapturethebe
