2、lopmentandimplementationofthesetechnologies.ThisbackgroundnotesetsoutthedetailsoftheSETPlan.ItsrationaleaccompaniedbysomeusefulbackgroundfiguresandchartsissetoutinMEMO/07/494.TechnologyisvitalforreachingenergyandclimatechangeobjectivesTheinter-relatedchallengesofclimatechange,securityofenergysupply

3、andcompetitivenessaremultifacetedandrequireacoordinatedresponse.Wearepiecingtogetherafar-reachingjigsawofpoliciesandmeasures:bindingtargetsfor2020toreducegreenhousegasemissionsby20%andensure20%ofrenewableenergysourcesintheEUenergymix;aplantoreduceEUglobalprimaryenergyuseby20%by2020;carbonpricingthr

4、oughtheEmissionsTradingSchemeandenergytaxation;acompetitiveInternalEnergyMarket;aninternationalenergypolicy.Technologyisvitalinreachingalltheabove-mentionedobjectives.Weneedadedicatedpolicytoacceleratethedevelopmentanddeploymentofcost-effectivelowcarbontechnologies.Tomeetthe2020targets,weneedtolowe

5、rthecostofcleanenergyandputEUindustryattheforefrontoftherapidlygrowinglowcarbontechnologysector.Inthelongerterm,ifwearetomeetthegreaterambitionofreducingourgreenhousegasemissionsby60-80%by2050,newgenerationsoftechnologieshavetobedevelopedthroughbreakthroughinresearch.Thetransitiontoalowcarboneconom

6、ywilltakedecadesandtoucheverysectoroftheeconomy,butwecannotaffordtodelayaction.Decisionstakenoverthenext10-15yearswillhaveprofoundconsequencesforenergysecurity,forclimatechange,forgrowthandjobsinEurope.WeaknessesinenergyinnovationtodaySincetheoilpriceshocksinthe70sand80s,Europehasenjoyedinexpensive

7、andplentifulenergysupplies.Theeasyavailabilityofresources,nocarbonconstraintsandthecommercialimperativesofmarketforceshavenotonlyleftusdependentonfossilfuels,buthavealsotemperedtheinterestforinnovationandin
