2、COUNCIL1.Thatthepolicyshouldbeadraftuntilitisreleasedforpubliccomments06r31andpolicyCHAPTERONELDEFINITIONSInthisLandDisposalandAlienationPolicy,unlessthecontextindicatesotherwise,awordorexpressiontowhichameaninghasbeenassignedintheLocalGovernment:MunicipalFinanceManagementAct,2()()3(Actno56of

3、2003)hasthemeaningsoassigned,andl.L"Council”referstoGa-SegonyanaLocalMunicipality'sdecisionmakingbody,itslegalsuccessorsintitleanditsdelegates.1.2."Disposal”meansaprocessofpreparing,negotiatingandconcludingawrittencontractwhichinvolvesthealienationofthecapitalassetnolongerneededbytheMunicipal

4、ityorrightsinrespectthereof,bymeansofasaleoradonation.1・3・"CapitalAsset”meansthenon-consumablemovableandimmovableproperty,includinglandoftheMunicipality.1・4・”HID”meansaHistoricallyDisadvantagedIndividualthatisaSouthAfricancitizen・(i)Whoduetotheapartheidpolicythathadbeeninplace,hadnofranchisei

5、nnationalelectionspriortotheintroductionoftheConstitutionoftheRepublictoSouthAfrica,1983(ActNo110of1983)ortheconstitutionoftheRepublictoSouthAfrica,1983(ActNo2000if1993)(*InterimConstitution*)and/or(ii)Whoisfemale;and/or(iii)Whohasdisability(iv)Youth1.5.“PDI”meansPreviouslyDisadvantageIndivid

6、ualsisusedinterchangeablewithHDIandhasthesamemeaning.L6.“Municipality”meanstheGa-SegonyanaLocalMunicipality,whenreferredtoas-I.Anentity,meansamunicipalityasdescribedinsection2ofthesystemAct;ii.AgeographicalareameansthemunicipalaredeterminedintermsoftheLocalGovernment:MunicipalDemarcationAct,1
