3、utionsshouldbeestablished,howtodeterminetherelationshipbetweenstateandmarket,andinwhattimeframeandorder.Againstthisbackground,thisspecialissuehasbroughttogetherfourarticlesthatanalyzethetypeofinstitutionalarrangementsthatemergeovertimeinrelationtooneofthebasicmeansofproduction:land.Thevario
4、uscontributionspayparticularattentiontoanoften-contestedinstitutionaldevelopment,theregistrationoflandholdings.Byproceedingwithlandtitlingunderconditionsoflowsocio-economicdevelopment,thestateriskscreatingwhatisheretermedasan‘‘emptyinstitution’’ratherthana‘‘credibleinstitution.’’Inotherword
5、s,thenewinstitutionremainsnothingmorethanapaperagreementorahollowshellwithlittleorevenanegativeeffectontheactionsofsocialactors.Itiswhatmightbecalledthe‘‘collectivetrust’’inthesystem.Aslandbecomesincreasinglymarketizedandcommodified,thestateshouldensurethattheemerginglandmarketdoesnotresulti
