3、mpowered;qEnsurethataracialcompositionofpropertyownershipissubstantiallychanged;qEnsurethattheeconomictransformationofthemunicipalityispromoted;qEnsurethepromotionofinvestmentanddevelopment.2.VALUESTOBEACHIEVEDBYTHEPOLICYqIncomegenerationqEmpowermentoftheHistoricallyDisadvantagedIndividu

4、al’sqFurthertheaimsandobjectivesoftheSpatialDevelopmentFramework(SDF)andtheTownPlanningSchemeoftheMunicipality3.PROCUREMENTTheProcurementTenderCommitteeintermsofthePreferentialProcurementPolicyFrameworkActwillevaluatealltenders.TheAlienationCommitteeresponsiblefortheAlienationofMunicipal

5、Landwillassist:theProcurementTenderCommitteewhennecessary.4.PROCESSTOBEFOLLOWEDFORTHEALLIENATIONOFAPPLICATIONBeforeanyImmovablepropertyisdisposedof,areportwillbesubmittedtoCouncilthroughthereportflowsystemforCounciltotakeadecisionwhether21FinalDraftPolicyonSaleandDisposalofMunicipalLand/

6、Propertythepropertyisnotrequiredfortheprovisionofbasicmunicipalservicesand/ordevelopment.5.LEGISLATIVEFRAMEWORKThealienation(Lease,SaleandDisposal)ofCouncillandmustbeexecutedintermsoftheapplicablelegislation.Inthisregardthefollowinglegislationmustbetakenintoaccount:A.CONSTITUTIONOFTHEREP
