3、stigatedQuangang,fromtheperspectiveoftheSmithprocessmodel,bypolicy-makers,governmentofficials,grassrootscadres,theparticipationoffarmersinvestigations,analyzetheproblemsof"NCMS"policyinthehighincidenceofcancer.Thepolicydesignqualityisnotgood,theimplementationofthebodyisnotstron
4、g,policytargetgroupsdoesnotagreewithit,ithasapoorexecutionenvironment.BystudyingtheperspectiveofSmithprocessmodel,findthereasonsfromidealisticpolicy,implementingagencies,targetgroupsandenvironmentalfactors.suchaspolicyitselfhasthecomplexityanddiscontinuity,theimplementationofbo
