4、Taiwan,thesmallgrowthratesconcededinrespectofclothingimportsandthepriceincreasesforimportedgoodscausedbythequotas.Theextentofthecriticismandthecontrarynatureoftheopinionsexpressedshowhowdifficultitwastodevelopacommonimportpolicywhichwouldtakeaccountofindustry'

5、sdemandsforasafeguardagainstmarketdisruptionsandatthesametimeallowfortheinterestoftheconsumerincomprehensiveandcheapsupplies.Likemostofthetextile-exportingcountries,theECinimplementingtheMultilateralTextileAgreementoptedfortheinstrumentofexportself-restraintag

6、reements.Whatcanbesaidforsuchasolutionisthis:AccordingtothecriterialaiddownintheMultilateralTextileAgreementexportself-restraintagreementsarealreadyadmissibleincaseswherearealdangerofamarketdisruptionexists.Withanumberofproductsitwouldhavebeendifficulttoprovet

7、hatamarketdisruptionhadactuallymaterialized,asisnecessaryincasesofunilaterallyimposedrestrictions.Exportself-restraintagreementsenabledtheimportpolicyvis-&-visaparticularexportingcountrytobeplacedonasecurecontractualfooting,i.e.agreementcouldbereachedontheexte
