2、theGATTcontractingpartiesagreedtointegratetextileproductsintotheGATT/WTOsystem.ThemeansbywhichthisintegrationwouldoccurwastheAgreementonTextilesandClothing(“ATC”),whichprovidesforthegradualintegrationoftheseproductsintonormalGATT/WTOrules,tobecompletedbyJanuary1,2005.TheATChasprovedto
3、beoneofthemostcontroversialoftheUruguayRoundAgreements.TheexistenceoftheATCisdueinlargeparttowhathasbeendescribedasthe“GrandBargain”struckduringthenegotiations,underwhichthedevelopingcountriesagreedtotheGeneralAgreementonTradeinServicesandtheAgreementonTrade-RelatedAspectsofIntellectu
4、alPropertyRightsinexchangeforgreateraccesstodevelopedcountrymarketsfortheproductsofmostinteresttothem—textilesandclothing,andagriculturalproducts.Inpractice,though,manydevelopingcountrieshaveexpressedtheviewthattheaccessthathasactuallybeenachievedsofarundertheATC(andtheAgreementonAgri
5、culture)hasbeenmuchlessthanwhatwaspromised.Theallegeddeficienciesinmarketaccessfortextilesandclothingaresaidtobedueprimarilytodelaysinintegratingkeyproductsand,atleastinthefirstyearsoftheAgreement,abuseofthespecialsafeguardmechanismintheATC.Thischapterwillexaminetheregulationoftradein
6、textilesfromtheGATTeraupuntilthepresent.ItwillbeginbyreviewingtheoriginsofthespecialregimefortextilesundertheGATT.ItwillthenexaminetheUruguayRoundnegotiationsontextilesandclothing,whichledtotheATC.Next,itwilllookattheATCitself,discussingindetailitsspecificprovisionsandtheirinterpretat
