3、gypt,Guatemala,HongKong,India,Indonesia,Korea,Macao,Maldives,Pakistan,Paraguay,Peru,ThailandandVietnam.These18developingcountries,whicharemembersoftheInternationalTextilesandClothingBureau(ITCB),havehighlightedthewaytheanti-dumpinginvestigationsareinitiated,withle
4、vyofprovisionaldutiesandthecomplaintssubsequentlydismissed,onlyfornewinvestigationstobestartedonthesameproducts-aimedatharassingtheexporttradeofcountries.Thecommunicationcallsforproperdisciplinestopreventsuchmisuseofanti-dumpingactions.Itnotesinthisconnectionthata
5、ttheWTO’s2001MinisterialConferenceinDoha,intheirdecisiononimplementation,theMinistershadagreedthatmembersshouldexerciseparticularconsiderationbeforeinitiatinginvestigationsinthecontextofanti-dumpingremediesagainsttextilesandclothingexportsofdevelopingcountries.Whi
6、letheAgreementonTextilesandClothingwilldisappearattheendof2004,whenallthetradeinthissectoristobefullyintegratedintotheGATTdisciplines,thefactthatthemajorrestrainingmarketsarekeepingtotheverylastdayandminuteasubstantialmajorityofquotarestraintsonimportsfromdevelopi
7、ngcountries,hascreatedconsiderableapprehensionsintheThirdWorldthatinstrumentslikeanti-dumping,environment,healthprotectionandothergroundswouldbeinvokedtoharassthetrade.Fromthisperspective,andto‘encourage’therestructuringoftheindustryintheNorthinthetwoyearsremainin
